联合国副秘书长刘振民:只有合作才能实现网络空间命运共同体

  11月23至24日,世界互联网大会·互联网发展论坛在乌镇召开,联合国副秘书长刘振民在开幕式发表主旨演讲。

  • 数字化未来是我们所有人的心之所属。只有通过合作,我们才能实现网络空间命运共同体。

  各位阁下,尊敬各位与会代表,女士们,先生们:

  我很荣幸在2020年世界互联网大会·互联网发展论坛上发言。我谨代表联合国经济和社会事务部向组委会表示祝贺。

  本次论坛聚焦“数字赋能,共创未来——携手构建网络空间命运共同体”的主题,非常恰合时宜。随着世界拥抱数字化转型,对国际合作的需求比以往任何时候都更加迫切。国际社会欢迎中国在全球互联网治理方面的倡议与参与,包括最近针对数据安全规则提出的倡议。

  加强合作也是联合国秘书长最近主持召开第15届互联网治理论坛年会上所明确提出的。今年的互联网治理论坛,主题是“互联网促进人类的韧性和团结”,口号是“线上相聚”。数字技术和互联网正日益成为经济增长和可持续发展的引擎。生产率和效率因此得以提高,并为人们的生活和生计带来越来越多的益处。数字创新确实正在帮助国际社会抗击新冠肺炎疫情。它将学校连接起来,将企业连接起来,并为各级政府赋能,保障基本公共服务的提供。数字创新也通过大数据、人工智能、5G、区块链和其他工具推动前沿技术的发展。后新冠肺炎时代将催生一种新常态,从而在全球范围内加速数字化转型。

  然而,全球仍有近一半的人口,约36亿人,上不了网。今天,大多数尚未连网的人都生活在最不发达国家,那里平均每10人中只有2人能上网。其后果是巨大的,影响是深远的。缺乏数字连接意味着更少的教育机会、更少的就业机会、更少的医疗保健机会,更少的政府透明度和问责。

  因此,让我们共同努力,消除各种数字差距,让我们确保在共同追求2030年可持续发展议程的过程中,不让任何一个人掉队。数字化未来是我们所有人的心之所属。只有通过合作,我们才能实现网络空间命运共同体。

  Distinguished participants,

  Ladies and Gentlemen,

  I am honored to address the 2020 World Internet Conference Internet Development Forum.   

  On behalf of the United Nations Department of Economic and Social Affairs, I congratulate the Organizing Committee. Its focus – on the theme “Digital Empowerment for a Better Future: Building a Community with a Shared Future in Cyberspace” – is very timely.

  As the world embraces digital transformation, the need for international cooperation has become more urgent than ever. The international community welcomes China’s initiative and engagement in global internet governance – including the recent initiative on the principles for data security.

  Enhancing cooperation is also a clear message emerging from the 15th annual meeting of the Internet Governance Forum, convened recently by the United Nations Secretary-General. This year’s IGF took place under the theme Internet for human resilience and solidarity, with the motto, Virtually Together.

  Increasingly, digital technologies and the Internet are becoming the engine of economic growth and sustainable development. As a result, we are seeing an increase in productivity and efficiency, delivering growing benefits for people’s lives and livelihoods.  

  Indeed, digital innovations are now helping the international community combat the COVID-19 pandemic. They are connecting schools, businesses, and empowering governments at all levels, to ensure delivery of essential public services.

  Digital innovations are also driving the development of frontier technologies, through:

  Ø big data,

  Ø artificial intelligence,

  Ø 5G,

  Ø blockchain and other tools.

  The post-Covid-19 era will give birth to a new normal – one that will accelerate digital transformation across the world.

  However, close to half of the global population – an estimated 3.6 billion people – remain offline. And, most who are unconnected today, live in Least Developed Countries, where an average of only two out of every ten people have online connections.

  The consequences are immense and far-reaching. A lack of digital connectivity means:

  Ø fewer education opportunities,

  Ø fewer job opportunities,

  Ø less access to healthcare, and

  Ø less government transparency and accountability.

  So let us work together to close all forms of digital divides. Let us ensure that no one is left behind in our common pursuit of the 2030 Agenda for Sustainable Development. The future we all want will be digital. Only through cooperation can we achieve a Shared Future in Cyberspace.
